Further to our broadcast regarding the above subject matter on 29 May 2012, we wish to remind all clients of the importance of adhering to the following Sydney Weigh Bridge regulation.

Weight in Motion – Overweight Import Container Advice

OVERVIEW

Both Stevedores DP World and Patricks located in the Sydney Port Precinct Port Botany, have installed Weight in Motion Scales (Weight Bridge) which will record gross and axle weights on each truck move that is loaded at the respective terminal.

Weigh Bridge applications is a result of issued improvement notices to both stevedores from Roads and Maritime Services (RMS) formerly known as Road and Traffic Authority (RTA) to actively provide details of overweight containers as loaded and carried out of terminals.

As a result of testing and development from the 1st July 2012 weighbridge applications will go live in recording and producing data of all loads and will have logistical and financial burdens if breaches are detected at loading

There are two mass criteria that are required to be met in order for heavy vehicle to travel within the law and for the safety of all road users

1. Heavy vehicles must not exceed the gross vehicle mass allowance subject to the truck trailer combination.

2. Heavy vehicles must not exceed the vehicles individual axel weight allowances.

Weighbridge application will identify the above mass criteria in both cases and breaches will need to be address with options available, failure to adhere to or proceed to delivery points in a breached condition will be subject to heavy penalties and fines which can reach the tens of thousands of dollars.

SUMMARY

Mass carrying criteria is not new nor is its application only effectual from the implementation of these wharf weighbridges, under Chain of Responsibility

(CoR) all mass, dimension, load restraints and fatigue management is the responsibly of all within the supply chain function associated with the movement of cargo.

At present vehicles are randomly selected as they left the Port Precinct by RMS and checked for vehicle and mass compliances and fines infringements placed if non compliance detected with the introduction of wharf weighbridges 100% of all containers are now being assessed and categorised and breaches of gross and axel are defined as follows

Minor Breach 0-5%

Substantial Breach 5- 20%

Sever Breach Over 20%

All breaches are recorded and information is live to RMS and or retrieved retrospectively to indentify events and routes taken to establish if offences have been committed.

All container as per Container Weight Declarations supplied are allocated to vehicles within transport providers fleet which has the maximum capacity to carry gross load based on truck trailer combination, important to note here is that while the gross is known via Weight Declarations supplied and allocated appropriately the spread of the weight within the container is not know and can effect the axle weight limitations causing a breach.

Important note the Weight Bridge Ticket will supersede the Weight Declaration supplied and will be the reference of authority.

OVERLOAD OPTIONS!

Where a Truck is found to be gross mass or axle overweight the options are

1. Container lifted off at Stevedore for re collection by compliant vehicle or transferred to rail stack to CFS station

This action will incur a cost of non service by Stevedore reported at $100.00 per container, loss of the slot which will required to be rebooked, and storage will recommence as of the 1st reported day of availability along with transport futile trip charges

Note rail transport ex wharf can be a option however stevedore charges will apply and arrangements via Consignee/Forwarder or Broker

2. Container can be transported to an approved CFS within the port prescient to be lifted off and dealt with by either shifting load, unpack, or collection by approved compliant vehicle to carry.

Note additional transport cost applies for this action as cartage terms of delivery will revert to a CFS delivery also all CFS charges for storage lifts and cargo functions will be for Consignee/Forwarder or Brokers account.

RMS will request our run sheets to ensure timing and end delivery to CFS was accomplished.

To be safe, we recommend a Gross Weight of 25,000kg but no more than 26,000kg, and to spread the weight out evenly when packing the container.
